Outlook Error - 0X8004210A, 0X800CCC19

I’m having troubles sending / receiving emails. I get some of the following errors:
 
The operation timed out waiting for a response from the receiving (POP) server 0x8004210a
 
And / Or
 
A time-out occurred while communicating with the server 0x800ccc19
 
How would I be able to fix this, so that my Outlook works correctly?
 
The solution
 
There sometimes is a problem when using Outlook Express 6 with certain file attachments called MIME types. Your connection to the mail server will time out because of them.

Certain Outlook Express 6 – Norton / McAfee Product Issues
 
If you currently have installed SP1 for Outlook Express and the error still is occurring, please see if you have one of the following versions of Norton AntiVirus installed:
 
Norton Anti-Virus 2002
Norton Anti-Virus 2003
Norton Anti-Virus 2004
 
Next, please verify you have “Scan incoming Email” and “Scan outgoing Email” turned on.
 
* Please note – The same can be true when using McAfee product line. To correct this issue, please follow the steps indicated below:
 
  1. Exit out of the Outlook or Outlook Express Software
  2. Start Norton Anti-Virus
  3. Click on “Options” > “Norton Anti-Virus”. The “Options” dialog box should now show up.
  4. In the Internet Section, please click “Email”.
  5. Now, click to clear “Scan incoming Email” and “Scan outgoing Email” check boxes.
  6. Click “Ok” and close Norton Anti-Virus.
